It works on windows 7 you just need to add the missing dll.
search your pc for file xinput1_3.dll (or download it) should be in C:\Windows\System32
copy file into C:\Program Files (x86)\Steam\steamapps\common\The Medium\Medium\Binaries\Win64
rename file to xinput1_4.dll
