sg.EffectsQuality=3
sg.FoliageQuality=3
sg.ShadingQuality=3

4. Modify all 3 to 0:

[ScalabilityGroups]
sg.ResolutionQuality=100.000000
sg.ViewDistanceQuality=0
sg.AntiAliasingQuality=0
sg.ShadowQuality=0
sg.PostProcessQuality=0
sg.TextureQuality=0
sg.EffectsQuality=0
sg.FoliageQuality=0
sg.ShadingQuality=0

6. done

DX11 or DX12?

It depends on your system.
If you are using rtx2070, dx11 shutters a lot. if you have a high-end GPU dx12 should be better than dx11.

Thanks to S R1ikkas for his great method to boost the FPS, all credit to his effort. you can also read the original guide from Steam Community. enjoy the game.
