Tier S (Fodder SSR)
These are low-value SSR cards that don’t provide Purple attributes at max enhancement (+16) and are mainly disposable.
Use them early on if you don’t have better options, or upgrade them to UR to exchange for better SSR cards (via Backpack > Exchange > Soul Cards > Soul Cards Exchange) or using it for Soul Flame.
At best, UR of this tier only provide Orange attributes in the last slot at max enhancement.

Equip and max enhance them for solid stat boosts.
Upgrading to UR is optional, but don’t invest too much in refining.
You can get Orange attributes on the 5th, 6th, and 7th slots when refining them.

Tier B (EX SSR)
The highest SSR tier currently available.
They provide Purple attributes at max enhancement, offering 0.5% more than Tier 2 SSR.
When upgraded to EX UR, you can get Orange attributes in the 4th, 5th, 6th, and 7th slots when refining—one more slot than Tier 2, providing a significant boost.

Tier C (ULT SSR)
Currently, the only card in this tier is ULT Qian Renxue, with fragments obtainable from Team Trials (I currently own 6 out of 30 fragments).
This card provides 4% Soul Fighting Mastery, 0.5% more than EX SSR cards.
If my assumptions are correct, you could refine this card and possibly obtain 5 Orange attributes in the 3rd to 7th slots, making it the most powerful soul card yet.
