From my own experience;
Finish the level/planet first.
If the location I showed here isn’t in your game that’s either a bug or a feature. If you fish in a spot too much or without finishing level it might disappear. You need to exit the game and reload it will be there.
Then fish until the big fishing mini-game starts. It is a little different than normal fishing;
Arrows will come fast and 1 by 1 instead of normal fishing you will know that you are on the Shark type fish as the game calls it.

Soooooo… Fun fact, the fishing locations *move* each time you revisit the world. They don’t stay stationary and where they spawn is RNG.
Same with the catches. All catches are 100% RNG, not location based. Shark-like catches are just super rare.
